Notice of SBSA 60th Annual General Meeting 2020

All Member Affiliates, Associates, Life Members and Council Members of

Singapore Baseball & Softball Association (SBSA),

Notice is hereby given that SBSA’s 60th AGM will be held as follows:


Date:     Saturday, 10 October 2020

Time:    2pm - Please register by 1:30 pm on 10 October via Zoom
             (Link will be provided upon confirmation of attendance)

In light of the COVID-19 situation and pursuant to the relevant order under the COVID-19 (Temporary Measures) (Alternative Arrangements for meetings for registered societies) Order 2020, the following key arrangements will be adopted for the Annual General Meeting:

  1. A member will not be able to attend the Annual General Meeting in person. A member may only attend the Annual General Meeting by observing and listening to the proceeds of the meeting by electronic means. Further details will be given upon member’s confirmation of attendance.

  2. Each Life/Affiliated Member (also referred to as “Voting Member”) may only vote by appointing the Chairman of the meeting as the member’s proxy to vote at the meeting. The current President of the SBSA will preside as the Chairman under clause 42 of the SBSA Constitution. An independent person will be appointed to direct and supervise the count of votes cast through proxy and maintain records of proxy forms submitted.

  3. Each Member will be represented by a Delegate to attend the Annual General Meeting by Electronic Means.

  1. All Affiliate Members are kindly reminded to ensure that their dues have been paid before they are eligible to cast their votes on pertinent matters.

  2. Any member who wishes to nominate any office-bearers may do so provided he gives notice to the Secretary General no later than fourteen (14) days before the meeting is due to be held. Please send in nominations by 26 September 2020 by 12pm.

  3. Any member who wishes to place an item on the agenda of the general meeting may do so provided he gives notice to the Secretary General no later than seven (7) days before the meeting is due to be held. Please send in proposed agenda by 03 October 2020 by 12pm.

    • Information Required: (i) Name and IC of Proposer, (ii) Team/Club of Proposer;(iii) Proposed Agenda Details

  4. All Affiliate Club/Team will be entitled to nominate a proxy should he/she not be able to attend the AGM. This is however subject to the nomination of one (1) proxy per Affiliate Club/Team and subject to the approval of the Council this will have to be made in writing to the Secretary-General seven (7) days before the AGM. No proxy shall represent more than one (1) Affiliate Club/Team. Please send in particulars of the proxy by 03 October 2020 by 12pm.

  5. Particulars and Attachments pertaining to the 60th AGM will be sent to the respective Team/Club representative via email and posted on the SBSA Facebook Page and website (7) days in advance, or by 03 October 2020.

Passing of Albert Chia

The SBSA is sad to announce the passing of Coach Albert Chia this morning. Albert was an established member of the Singapore National Men’s Softball Team, having represented our country in National team 1985(3rd Asian softball), 1986(5thAsean), 1988(6thAsean), 1992(10th world series), 1995(8th Asean), 1997(19th Sea games), 2007(24th Sea games) & Singapore Recreation Club. He was also Coach for the Peicai, Hwa Chong Institution, Chung Cheng and Tanjong Katong Girls’ School Teams and the RoadRunners as well as a softball umpire in many local and regional games, the most recent being last year’s 30th SEA Games. Albert also contributed to the fraternity at large as Umpire in Chief in recent years.


His contribution to the game we love will be his legacy. Our sincere condolences to his family and friends.

Selections for Women’s Softball Training Squad for 2020/2021

Dear Affiliates, Coaches, Teachers & Players,

Selections for Women’s Softball Training Squad for 2020/2021
SBSA will be conducting a round of trials for the National Women’s training squad for 2020/2021.

Field training will be conducted three times a week. Training intensity will increase closer to tournaments. 
Details of the trials are as follows:
Date & Time : 27 Sept 2020 (9-12pm, 2-5pm)
Venue : Farrer Park Softball Field
Attire : School / Club jersey preferred , with slacks/shorts (with sliders/tights), long socks
Equipment : All personal softball gear and sufficient hydration (more than 1L).

Participants are reminded to be prepared for physical activity and observe safe distancing rules.
Requirements : 17 years old and older. Participants must be Singapore Citizens.

Only shortlisted players will be invited to join the training squad for 2020/2021.

Trial sessions are open to all players from all clubs and institutions who fulfill the above requirements, including players sitting for “A” Levels this year.

Players are only required to attend 1 of the 2 sessions assigned, where players will be split into groups of 5 to observe safe distancing rules.

All interested and eligible participants are to register online prior to the trials.

COVID-19 Post Circuit Breaker Measures - Safe Return to Sport

As announced by the Multi-Ministry Taskforce, Singapore has moved into Phase 2 of the Post Circuit Breaker from 19 June 2020. SportSG has issued a sector specific advisory for the resumption of sport activities. 

This advisory provides members of the public and sport, fitness activities organisers and operators with information on the resumption of sport and physical exercises under Phase Two (“Safe Transition”), as well as the safe management measures to be implemented and the measures mandated in this advisory have to be in effect before the sport and physical exercises & activities are permitted to resume.

Cancellation of Softball Clinic by Zenon Winters

The Softball Clinic for Coaches by Zenon Winters will be postponed as Mr Winters is unable to enter Singapore without effecting a 14 day stay-home notice due to the COVID-19 situation.


We will work towards holding the clinic at a later date once the situation gets better. We will process the refunds for those who have made payment.

2020 Launching of Baseball5 (BB5)

SBSA is proud to announce the launch of BB5 in Singapore in support to support and strengthen The Olympic Movement. SBSA will be organising workshops and competitions in the later part of 2020 to introduce BB5 across the island. 

SBSA aims to bring Baseball5 to the community within Singapore via the following manner: 
- Mix gender team event (Age Group)
- Cross generation team event (Family and Social)
- Formation of HPE team for Youth Olympics

Singapore to participate in regional games:
- Asia Cup 2020 (Open and Age Group) - scheduled in June 2020
- Youth Olympics (First Mixed Gender team) – scheduled Dakar 2022

Application for Technical Accreditation (Level 1 and 2)

Coaches who intend to coach in 2021 will require full NROC membership (minimally Level 1). NROC Full membership requires the following certifications:

  1. Basic Sports Science (BSS) or its accreditation

  2. NCAP / SG-Coach Theory or its accreditation (minimally Level 1)

  3. NCAP / SG-Coach Technical or its accreditation (minimally Level 1)

  4. Valid Standard First Aid (SFA) (CPR + AED) certificate.

For more information about NROC, please visit this link. To apply for BSS and / or SG-Coach Theory accreditation(s):

  • For those who have taken previously attained NCAP Theory certificate(s) (L1, L2 or L3) before, you do not need to apply for BSS accreditation.

  • If you do not have an NCAP Theory certificate but have attained a relevant academic certificate(s) (e.g. Diploma and above in Sports Science, Sports Coaching or Physical Education), please e-mail your academic certificate(s) and their respective official transcript(s) / list of modules to CoachSG (Sport_Coaching@sport.gov.sg) for CoachSG’s review and consideration to award you BSS and / or SG-Coach Theory accreditation(s)


For coaches with some prior coaching experience (details in form) but do not yet have their Technical component accredited, you will need to fill up this form to complete your technical accreditation. You will be required to list out your coaching experience (preferably with supporting documents) and attend an assessment on either 22nd or 29th March. The accreditation will cost $120 payable to SBSA.


For new coaches, please await the roll out of our SG-Coach Level 1 (Softball) Integrated Course later this year.


For ALL COACHES - Please keep 21st Mar (night) and 22nd Mar (afternoon) free as we will be having a guest coach from overseas for a softball clinic for coaches in conjuction with the technical accreditation assessment. More details to be furnished later. This will be FOC for coaches applying for technical accreditation and coaches who already hold Level 1 (Technical) Certification.

Cancellation for U15 & U19 Women's Selections

Dear all,


We regret to inform that the U19 tournament in Kaohsiung, Taiwan that was scheduled for April has been cancelled by the organisers due to the Covid-19 situation. As such, we have decided to be prudent and will be cancelling the trials (for both U15 & U19) on March 7-8. We regret any inconvenience caused, and thank you for your understanding on this matter.


We have plans to carry out the trials at a later date, please keep a look out for updates on SBSA's media pages.

U18 Men's Softball World Cup Fundraiser

After finishing 2nd in the U17 Asia Cup last September, our U18 Men's Softball team has qualified for the U18 World Cup to be held next month in Palmerston North, New Zealand.


The team has been training hard since last November and will step up their training further in this final stretch to the competition.


We are now selling t-shirts to raise funds to further reduce the trip costs to the players. The t-shirts cost $30 each. You can show your support by purchasing from the link below or approaching any of the players from the training squad.

Chiang Mai Open 2019

The U-16 Men’s Softball developmental team left on 26 December 2019 to Thailand to play in the Chiang Mai Open, an annual tournament organised by Chiang Mai University.

The team played their hearts out, losing only narrowly to Rum (Malaysian) and DOS (Hong Kong) to qualify for the semi-finals of the Minor tournament. They eventually won the Minors championship to defend their title for yet another year.

As the adrenaline wears off and the baseball and softball fraternity in Singapore return to our regular activities, the Singapore Baseball and Softball Association would like to congratulate and thank all officials, coaches, players and supporters (families & friends, in particular) for making the SEA Games 2019 a memorable one for our fraternity.


Baseball and softball are team sports, and success depends on each and every member playing, coaching or supporting one another. None of this would also have been possible without the support of the Ministry of Culture, Community and Youth (MCCY), particularly Ms Joyce Poon, Singapore National Olympic Council (SNOC) Secretary General Mr Chris Chan and member Dr Benedict Tan, Singapore SEA Games 2019 Chef de Mission Ms Juliana Seow, and Sport Singapore particularly, Mr Randee Ng. Various individual and corporate sponsors also helped to make our athletes’ journey to this SEA Games 2019 a little easier.


However, our greatest supporters in the Philippines were the numerous family members and friends who flew into Clark to support the three teams. Our team of officials were also there to contribute to the smooth running of the tournament. A special mention must go out to Mr Stanley Yeo who was there with his wife, Lilis, to support their daughter but spent as much time photographing our National Men’s Baseball and Softball teams. We would like to thank Mr Yeo for his tireless efforts in documenting our teams’ efforts on the field as our photographer.


As 2019 draws to end and a new decade starts with the imminent arrival of 2020, we hope that we are able to take baseball and softball to newer heights with the support of the MCCY, the SNOC, Sport Singapore, and our sponsors, as well as officials, players and supporters.


In particular, we would like to congratulate the National Men’s Softball team for their gold-medal winning performance. We also hope that our National Women’s Softball Team and National Men’s Baseball team are inspired by their experience at the SEA Games 2019 as well as the National Men’s Team’s run to take their games to higher heights. Regardless of the result, the support that all teams showed for one another show that the baseball and softball fraternity in Singapore knows what it really means to be #ONE TEAM SINGAPORE.


May 2020 mark the start of a period of growth in both sports: a good team wins a gold medal, a great team defends it.


Our heartiest congratulations and most sincere appreciation to all involved. Lastly, thank you to all the photos and memories taken by @SportSG, Mr Stanley Yeo, the family members and friends.

  1. Wang Gangyi – on sabbatical from Asst Treasurer Position from 15 Aug 19 until after SEA Games 2019

  2. Farhan Harahap bin Amirudin – on sabbatical from Council Member from 15 Aug 19 until after SEA Games 2019

  3. Thong Wei Mun – has resigned as Umpire-in-Chief with effect from 17 Oct 19

  4. The formation of an Umpire Commission with effect from 17 Oct 19; this is in keeping with WBSC’s new approach to umpire development. More details of the commission will follow in due course.

Men's National Softball Training Trip to Japan

The Singapore Men's Softball team left for Okayama, Japan, yesterday night for their last training trip before the 30th SEA Games 2019.

This is an important training trip as it is a build up to the team's podium target in Manila.We would like to thank Japan Softball Association and Okayama Softball Association for their kind arrangement for accommodation, training and practice games against club and university teams during the 11 days trip.

The U-17 Men’s Team held a Flag and Jersey presentation for the upcoming U-17 Men’s Softball Asia Cup 2019 two days ago at Gurobu Sports' new premises at Tai Seng.


Sport Singapore Institute NSA Assistant Director Randee Ng and SBSA President, Ms. Foo Pei graced the event and extended their well-wishes to the team.


The Top 2 teams in the championship will qualify for the World Cup U18 Men Softball 2020 competition to be held in Palmerston, New Zealand.

SBSA Umpire Practical Assessment

Following up with the SBSA Umpiring Workshop on 14 April, we have since conducted 2 sessions of practical assessment for the umpiring candidates. Based on the criteria which we have set and approved by the Council, we will be sending 2 SBSA qualified umpire candidates to Bangkok in July, for the Softball Asia Certification. They are Mr Tay Soon Aun and Mr Foo Lai Meng. Do join us in wishing them the best for their certification process.

XVI WBSC Men's Softball World Championship 2019

Our Men's Softball National team is heading to Czech Republic for the highest-level softball competition on the planet!

The XVI WBSC Men's Softball World Championship 2019 will be held from 13 to 23 June in the Czech cities of Prague and Havlickuv Brod.

Singapore is currently ranked 22 and will be in Group B which also includes No. 2 Canada, No. 4 Australia, No. 6 USA, No. 8 Venezuela, No. 11 Denmark, No. 12 South Africa and No. 19 Netherlands.

SBSA Men’s Softball team announced for the Men’s Softball World Championship 2019!

Singapore last participated at this world stage (ISF Men’s World Championship) in 1992. This is the first time the country has qualified, after winning bronze in last year's 10th Asian Men’s Softball Championship in Jakarta, Indonesia.

The team had a send-off ceremony yesterday afternoon at SportSG.

After addresses by Ms. Jenny (SBSA Softball VP), Mr. Randee (SportSG NSA Capability Development Team Lead) and Mr. Diamond So (Men’s Head Coach), Ms. Jenny presented the Singapore Flag to our head coach. The flag will be displayed at the team's dugout for all their games.

The SBSA Men’s Softball Training Squad will be training in Perth from 17th to 27th May 2019 before heading to Men’s Softball World Championship in Prague next month.


Softball Western Australia has kindly offered their training facilities and arranged matches for the team.


The team is looking forward to a fruitful training trip!

SBSA conducted its first Umpiring Course since a few years ago on 14 April 2019. The course was well received with a total number of 37 participants. 

The course which covered 3 portions - theory, fitness and practical -  was conducted by 3 local SCA certified umpires – Albert Chia, Marcus Yeo and Ahmad Masran. SBSA Umpire-in-Chief(UIC), Thong Wei Mun, was also on deck to provide guidance and assistance to the participants.


The course began on time with the theory aspect being presented and sufficiently supplemented by the present umpires’ own experiences in the field.


The session was interactive and the participants eager to gain as much knowledge as they could from their trainers.


The theory portion concluded with the participants facing the pressure of a 50-question test paper which had to be completed in under 45 minutes.


Participants were then put through a 3-series fitness test at SSI gymnasium to determine their fitness levels before the umpires wrapped up the first half of the day and all had their lunch.


A 3-hour practical session followed directly after with the participants briefed on the mechanics and differences between officiating at the plate and base.


After an hour of practice, participants were up for evaluation with the 3 trainer umpires and UIC ensuring all crucial elements such as positioning, distance, timing, correct signals and stance were being properly executed/administered.


The course was concluded in the late afternoon with each participant being certified for their attendance. They will be notified of their results for the theory test and practical evaluation later on.
